Regulatory Requirements Updates and Changes in the Product Range of Technobud Group’s sites in 2026

As you are already aware, as of 1 January 2026, significant changes in the regulation of the construction materials market in Ukraine have entered into force pursuant to the Law of Ukraine “On Making Construction Products Available on the Market.” and the implemented EU Regulation No. 305/2011.

In accordance with the decisions of the National Standardisation Body No. 234 dated 29 August 2025, the principal national standards (DSTU) governing crushed stone and sand products manufactured and supplied within the territory of Ukraine have been repealed.

In addition, by Order of the Ministry for Communities and Territories Development of Ukraine dated 24 December 2025 No. 1839, the Codifier of Construction Products was approved, which standardises the classification and nomenclature of aggregates and crushed stone products.

The cancellation of the specified national standards as of 1 January 2026 makes their use impossible when preparing quality documentation for crushed stone products and/or sand to be produced and supplied in Ukraine, including by the Technobud Group enterprises. Failure to comply with these requirements entails a fine stipulated by Article 46 of the Law of Ukraine “On the Provision of Construction Products on the Market” in the amount of 126 subsistence minimums for able-bodied persons (as of 1 January 2026 — UAH 419,328).

Technobud Group has prepared for operation under the new regulatory framework:

  • in autumn–winter 2025, Certificates of Conformity of Factory Production Control were obtained (, confirming that our products comply with harmonized European and national standards and that factory production control is consistently maintained;
  • the nomenclature of aggregate products is currently being updated in accordance with the applicable legislative requirements (the updated product list will be communicated separately);
  • Declarations of Performance for construction products have been developed in accordance with DSTU EN standards harmonized with European standards and registered in the Unified State Electronic System in the Field of Construction under the registration numbers of the relevant fractions: https://e-construction.gov.ua/document/optype=505.

The Final of the “TBG Children’s Basketball League” Took Place in Klesiv Community

On December 22, 2025, the final stage of the “TBG Children’s Basketball League” was held at Klesiv Lyceum, involving 5th-grade students from educational institutions across the Klesiv community. The event has been held for the third consecutive year as a joint initiative of the Klesiv Non-Metallic Minerals Quarry “Technobud” (Technobud Group) and the Klesiv community, and has already become a well-established sports tradition for local schoolchildren. The company provided support and organized the competition, including awards, prizes, and gifts for the participants.

The competitions were conducted in the format of relay races with basketball elements. Professional players from Rivne Basketball Club participated in the event, and the organizers expressed their gratitude for their contribution to the organization and support of the final.

The event once again demonstrated that the combined efforts of the local community, businesses, and sports organizations create opportunities for children to engage in sports, develop physically, learn teamwork skills, and grow in an atmosphere of support and involvement.

The TBG League final confirmed the importance of systematic support for children’s sports and an active lifestyle, while also serving as a platform for developing teamwork skills and encouraging children to lead a healthy and active life.

Technobud Group has obtained the Certificate of Conformity of Factory Production Control (FPC)

The document was issued by the designated conformity assessment body LLC “Ukrcertification” and confirms that the products of KKNK “Technobud“ comply with the National Standards harmonized with the relevant European standards in terms of the assessment and verification of the constancy of performance of aggregates.

The Law of Ukraine “On the Provision of Construction Products on the Market” (No. 305-1) implements the requirements of EU Regulation No. 305/2011 and establishes a new system of mandatory rules for Ukrainian manufacturers of construction products.

The Law entered into force on January 1, 2023, and a transitional period is in effect until January 1, 2026, during which manufacturers must bring their activities into compliance with the new requirements.

• increased requirements for product safety and quality;
• mandatory factory production control (FPC — Factory Production Control);
• assessment and verification of the constancy of performance of products by a designated body;
• supervision and annual audits;
• issuance of declarations of performance.

The implementation of the Regulation is expected to increase the safety level of construction materials, ensure transparency and consumer confidence, and simplify the access of Ukrainian manufacturers to the EU market.

In 2025, KKNK “Technobud“ successfully passed the conformity assessment procedure within the framework of national legislation that adapts European standards and establishes mandatory requirements for construction products on the Ukrainian market.

The enterprise initiated the certification process in the summer of 2025 and significantly expanded the list of fractions in accordance with the harmonized national standards DSTU B EN. The certification covered dozens of fractions of sand, fine and coarse aggregates, fillers, ballast and hydraulic stone in accordance with the following standards: DSTU EN 13043:2019, DSTU B EN 13242:2013, DSTU B EN 12620:2013, DSTU EN 13450:2023, DSTU B EN 13139:2013, DSTU EN 13055-1:2019, DSTU EN 13383-1:2019.

Technobud Group has been operating in accordance with the requirements of EU Regulation 305/2011 on construction products since 2011.

The first Factory Production Control certificate was obtained on February 8, 2011 from the Instytut Mechanizacji Budownictwa i Górnictwa Skalnego (Warsaw, Poland).

In 2017 (March 15), the certification was renewed at Technický a zkušební ústav stavební Praha, s.p. (Czech Republic).

Every year, the Klesiv enterprise undergoes surveillance audits with the involvement of representatives of a notified body. The certificates confirm compliance with the following European standards: EN 12620:2002 — aggregates for concrete EN 13043:2002 — aggregates for bituminous mixtures, EN 13242:2002 — aggregates for mixtures with/without hydraulic binders, EN 13450:2002 — aggregates for railway ballast.

For the Ukrainian market, the enterprise holds valid certificates of conformity issued on September 16, 2016, in accordance with the following standards: DSTU B EN 12620:2013 — aggregates for concrete (valid until 02.05.2026); DSTU B EN 13043:2013 — aggregates for bituminous mixtures (valid until 02.05.2026).

Over more than 14 years of granite production, the company has initiated nearly one hundred tests in leading European accredited laboratories, including:
TZÚS Praha (Czech Republic), IMBiGS Warsaw (Poland), TPA Pruszków, CEBEL Lublin, Ferrocarbo Kraków, Drogmost Chełm, CTB Rzeszów, Instytut Badawczy Materiałów Budowlanych Białe Błota.

We are able to provide results of physical and chemical tests of aggregates, the accreditation for which is absent in most Ukrainian laboratories, including: MBF — dust quality; PSV — Polished Stone Value; MDE — resistance to wear; AS — acid-soluble sulfates; SE — sand equivalent; Ro — alkali–silica reaction.

On June 10, Technobud Group (LLC “KKNK Technobud”) participated in the annual Ukrainian Network of Integrity and Compliance (UNIC) Forum. This year, the event focused on a highly relevant topic – how reputation, responsible business conduct, transparency, and accountability influence Ukraine’s investment attractiveness, especially in the context of political and economic uncertainty.

In the context of the ongoing war and post-war recovery, ensuring transparency and accountability in the extractive and energy sectors is critical for Ukraine’s stable economic growth and European integration. The participants discussed the key challenges the sector faces and concrete steps necessary to create an open and competitive market.

Background: On May 19, 2017, LLC “KKNK Technobud”, together with 45 Ukrainian and international companies, signed the Declaration of Integrity and joined the establishment of the Ukrainian Network of Integrity and Compliance (UNIC).
